Personally, I think the proposed book cover looks a little flat and I know you have much better surfing photographs than the one you are proposing.
The surfer should be coming straight at you with lots of bold surf swirling around.
Just my thoughts though.

I think I'd use "Surf's Up" as my title and I'd remove a lot of the foam as it fights with the main subject. Just my opinion.

nice job. As a creative director, I always instruct designers to go over their layouts and ask themselves, which elements are not absolutely needed, then take a hard look at whether any fall into that list add or distract from the overall composition and subject. In this case, i think the yellow rule would fall into that realm. It's your book, but I'd suggest printing out a copy with and without, put it on a wall, then decide in a couple days which one works best for you.
