Sorry I should’ve replied to Dngallagher.
I would confirm that the issue of Lightroom no longer being able to use a catalog that is on an external disk.
All my images are also on external disks, my catalog currently is on an internal disk, for performance issues, but I will simply copy it to an external and confirm access or no access for myself.

Ok, here is the scoop from what I see....Currently I am running an iMAC, High Sierra with Lightroom Classic CC 7.2
All of my images are located on an external drive, Lightroom resides on my INTERNAL drive along with my catalog of slightly less then 1 GB in size.
I copied my current catalog to an EXTERNAL drive, same one that my images are stored on. Opened the external catalog in Lightroom, which closed the internal catalog, quit and restarted Lightroom using the external catalog - NO ERRORS, NO HICCUPS, NO PROBLEMS.... worked perfectly as it always did...
I also copied my catalog to a USB 2.0 connected disk, my slowest connected drive... did as above, catalog opened fine, was able to scroll thru images as normal, however a tad slower of course....
Now, not sure what issue you might have had, but it does not seem to be a problem on my system here.
IF the latest upgrade to LR 7.2 caused Lightroom to be unable to use externally stored catalogs I think it would be a major issue for Adobe and it would have a mountain of complaints to reverse it.
I would look elsewhere for something causing your issue with externally stored catalogs.

OK, I ejected the external drive, disconnected the drive, reconnnected the drive, rebooted and NOW is WORKING, obviously NOT a LR issue...
Sorry for my information possibly leading anyone astray...
I'm using a mid-2012 MacBook Pro. It is running the newest versions of both High Sierra and LR Classic. No issues. Go for it.

I've several LR catalogs, all (and images) stored on external HD's (USB 3.0) and all work just fine, y'know?
By external drive do you mean a network drive? That is not a USB (or whatever Apple uses) drive. If so the database LR is built with single user database and will not allow storing the catalog on a network drive. Enforcement of that prohibition may fall to the OS and may differ with versions. Just a wild guess. Multiple use databases are much more complex.
For performance reasons it is best to put the catalog, .lrcat, on your fastest drive. The previews .lrdata must be in the same folder. Your larger original master files can be on any drive(s): internal, external, or network.
