I agree with the used camera solution. I got my wife a D7000 for about $350 from KEH (KEH specializes in used equipment and they are my first choice when going that direction) Their gear comes with a 6 month warranty.
While I do more than I should purchasing from online vendors, when it comes to photography gear, I especially enjoy using my favorite local camera store. They have a nice used department, AND they have a 30 day return policy. I've purchased two Canon L series lenses that way. So if you have a camera store close, why not check them out?

Most any of the Canon Elph's (sp?) would do what you ask, and more and they are in your price range.

If you would be satisfied with the image quality of a "super-zoom", I would recommend the Sony Cyber-shot DSC-H400. It is the least expensive ($268 new, I recommend reconditioned from B & H or KEH) super-zoom (a 63X lens) with a viewfinder. The viewfinder is a VERY desirable feature when outdoors in bright sunlight. The image quality, while less than DSLRs and mirror-less cameras, is more than adequate for 8 X !0 prints or social media. I own a Canon SX50 HS (now replaced by the SX60HS) and find it quite handy. My full eclipse photo, seen below, was taken with it. You can clearly see the solar flares.
Look at some of the Nikon Bridge cameras or one of their entry level DSLRs

Look at the Nikon D3300 Seris in a bundle red tag, b and h etc

Not what the OP has in mind but I have a Nikon D1x in good condition but is worth about $100 in today market. It has 1/8000 shutter speed and the lag time is minimal.

A refurbished DSLR, Nikon, Canon or whatever brand you prefer. You should be able to get some pretty good deals that way.
