Photoshop still does it all. Some specialized programs do things as well or slightly better but Photoshop does it. Using the filter and then using the controls for the particular filter gets you what you want most of the time.
Just a suggestion - take your photo to the art department of your local university and have one of the professors recommend a particularly talented student to actually paint it for you. A double benefit accrues when you pay the student. You receive a real painting and you've fed a starving artist.

I use Corel Painter Essentials, 5 is the latest version. Allows for simple conversions to particular styles and hands on painting.
