Seek out Corel Paint - don't know if Corel still publishes it but it was pretty good.
Jerry, needs a bit more saturation - then the question will be "Which is Jerry - the icon or the painting?"

Not free, but Topaz Impression II; also Topaz Simplify; and a probably other Topaz products could be used. Really does not matter the file format. And since the "painting" will loose a lot of information, a jpg is probably as good as a Raw for this application. I've gotten a few really nice outcomes with Impression II. Good luck.

Oil? Watercolor? Expressionist? Abstract?

Gimp...originally designed for graphic artists and is cross platform freeware.
Excellent for post processing your other images too
UFraw is a 'plug-in' to open your Raw files if you need it. (also freeware)
Gimp works and saves in all sorts of files depending upon the effects you want to end up with.
