Looks like "F" to me also.
G. And if it can spill out of the top of G then no others should fill.
Looks like we have a genius, F is correct!
Like they say, water seeks its own level, good eye.
So looking closely "at the details" we see that obvious solution G has its tap shut off!!!

The answer is…. “F.”
As you can see, tank “C” will flow directly into tank “J” because there’s no actual connection between the “C” and “D” tank.
Then, “J” will flow downward into tank “L.”
From there, the water will drop below and fill tank “F.” There’s no actual connection from “L” to “H,” you’ll notice.

G is the only tank that an input but no output. Has to be G. Or maybe none since there is no water going into the top most tank, only 1 drop
