Which tank fills up first?

G gets the bottom drain from D. Unless the top is closed, It's G.

G might have the drain from D but D has it's input blocked off from C so it never fills.

There are actually the connections you mentioned - but some here made the "correct interpretation" of the diagram and some did not for a lack of legend of "connection types". And, yes, it is obvious when the "correct interpretation" of the diagram is explained. And as someone else posted, if A does not fill past its outlet level no tank will fill. Perhaps this was not illustrated by a "genius".

And zooming in on the image it appears that all connection are open or all connections are closed - at least all are non-white at the pixel level:

Download to see that there is no "clear" opening. So, lacking a way to read the illustration any interpretation is valid. I am not saying I am right - I am just pointing out we are all potentially wrong. OK - too much work time spent on this

Hi, I initially gave G - until I noticed that the pipe from C to the top of tank D appears to be blocked - The same as the line to tank H.

If these are blocked - then the water path would be A, B, C, J, L and then with the entry to H being blocked - F would fill up from the bottom.
