PS Elements vs PS CC

Thats how they FORCE you to the online version. Adobe could make Elements 16 bit but they don't want to. If they did, elements would be almost as good as the online version. Adobe is going to figure out ways for you to pay them every month.

Actually, Ps can be a 32-bit App. I've used Ps CS6 in that mode for HDR or Panoramas. But if you don't have a lot of RAM (16 - 32 GB) it will then smoke your computer at 32-bits and 1-2 GB PSD or PSB files! I once tried a 32-bit Pano on my then 4 GB LapTop, it took an entire half hour of actual computer run time to stitch it and then Windows / Photoshop would not let me save the file. I was barely able to convert it to a JPG for saving. The image was mediocre so I deleted the entire mess. My DeskTop Tower today is a 4 Core, 8 Thread i7 Windows 10 64-bit, 3.4GHz, 32GB Dell machine, and it can handle Ps in 32-bit mode fine.

I do a lot of my PP with ACR but I find I do use Ps a bit more than the PSE level, such as Stacks, Panos, HDR, and pixel editing.

Neither. Download a trial copy of Affinity Photo. https://affinity.serif.com/en-us/photo/ When you pay $50 for it, you will have 99.9% of everything in PS, and 99.999% of everything you will ever want. But it will do many things better than PS. And the learning curve is not too steep.

Considering your opening sentence, I think PSE 15 would be a good choice, compared with paying $120 every year. Or, go for Affinity, and the post above this suggests.

I used the full PhotoShop for many years . I now use photoshop elements and it does everything I need. The last years model 14 is cheaper and latest is not needed.

Elements has been 8 bit since it's inception, back when there was no 'online' anything.

When somebody asks which camera to buy, we always see "It's not the camera, it's the person using it that makes the difference".

To a very large extent that is probably true with software. I would guess that there are people who can get better results from Gimp than many users ever come close to with PhotoShop CC, onOne, or any other package. And, I know I'm not alone in wanting to spend more time with the camera in my hands than sitting at a keyboard. Years ago it was different for me. I went to seminars, read books, spent hours getting exactly what I wanted on the screen. One day I decided to stop trying to be a graphic artist and go back to being a photographer. PhotoShop used to be referred to as ' The Digital Darkroom', because it allowed you to finish your digital images emulating what we did in the darkroom. It has since moved way beyond that, which is fantastic. It just went beyond what I really wanted to do, and dragged me along with it. It took the rental plan to make me rethink my priorities, so even for me it's a good thing. It woke me up.

Bottom line, buy the software that lets you do what you want to do and maybe a little more.

Also, be aware the latest version of Elements is PSE 2018. It is an incremental improvement over PSE 15. Additionally, its user interface is different and more user friendly than your PSE 9. Lots of improvements and new features added since then. The link below has some useful information on the PSE 2018 Photo Editor module, with a link back to improvements to the Organizer of PSE 2018.

Lightroom is the premier organizer. I certainly wouldn't buy any version of PSE for that feature given you own LR ...
