I do believe KEH does repairs. They have a phone and a website. Might give them a jingle.

This thread seems an opportunity to ask a side question. OP's lens seem not worth repairing, but is it valueless? Does the lens have any value for spare parts? For example the glass part and othere assembly parts might be perfectly OK. So are repair services in need of spare parts and do any of them buy so-called defective lenses.
I have several lenses and cameras that are now " paper weights and book ends". I even have a lens that went for a swim that I converted to be the stick shift knob on my sports car. Think outside the box.
Should have got it from Cameta camera, they have a one year warranty on refurbished Nikon lenses. They are refurbished by Nikon. You just got a bad one, I have two refurbished Nikon lenses, have had no problems with them.

if u decide to scrap it, you could sell it on ebay for parts OR take it apart and see what makes it tick, maybe u can fix it.
or use the old standard, its NOt working so smack it against a table a few times ( not real hard) maybe it will start working again.
Kit lenses are rarely worth repairing; they are not that well built to begin with. I suggest you put that $400 towards a quality lens either new or used. And buy from a reputable dealer; in photo gear it really makes a difference. For Used; B & H, Adorama, KEH or Cameta. Cameta gives a 1 year warranty and the rest give 90 days.
Before you do anything that's going to cost you try cleaning the contacts on the lens and possibly the contacts on the camera also
