The following preferences seem to solve this issue.
Control + K
Under the General Tab
Uncheck "Show Recent Files" Workspace When Opening a File Checkmark Use Legacy "New Document" Interface

Welcome philo, any of the other boxes you unchecked are really up to your preferences. The screenshot I posted addressed the issue you specifically asked about.
When i want to use the healing or the spot healing brush they become the patch tool. How do I get my tools back to normal. Second problem when I open ps I get a history page which i don't want. How do I bypass this page. This is driving me nuts. thanks
Click on the little arrow in the right corner of the healing brush icon on the tool bar. It will open an option box, click on healing tool. You are done.
