I believe it's a wimwom for grinding smoke. ....or some version of a sky hook.

Both were tools my late father referred to often.

The long straight leg could serve as a cotter key and the curved arms would clamp around the shaft to lock the key in place. It would be specific for something else.

It has scrotum written all over it, which makes me believe it's a giffengander off the end of a hoofenschnovel. My uncle had a drawer full of them.

Its actually a tether for a bull - the ring bits attach to the bulls nostril . If the bull pulls/strains against the tether it tightens and starts to cause pain.
