Depends. Some of the places where we get takeout have little 'tip glasses' next to the register and it's customary to just drop a dollar or loose change, but definitely not 15%-20% like when you have a server at a restaurant.
The other exception is 'anytime I'm in a VFW bar, the bartenders invariably turn 'singles' miraculously into 'doubles'.... it's almost like magic.

If it's takeout, I'm doing all the work. Who would I tip, the cashier?
No. I don't tip for takeout.
If it's delivery, I'll tip.
If it's at the table, I'll tip.

When I tip, it's usually 15%, but if the service is above average or they had to go through some difficulty or hassle, then I increase it to 20%.
Take-out NO.
Delivery YES.
Eat-in ALWAYS MORE THAN CUSTOMARY.

Yeah, it's the latest thing - internal take-out. Drink it and carry it out internally.
I think we're all pretty much in agreement however I go to a take out place that has take out parking, you phone when arriving then a waitress brings your order to the car, that's worth something.
The old and cranky side of me however has decided to only tip (usually 20%) on food and drink, not the sales tax. If I wanted to tip on the tax I'd just ask some politician to raise taxes.
Yes, most definitely! Most people do not realize that it is usually pretty time consuming to prepare a 'to go' order. I was in the food service industry my whole life and know first hand what these people go through. Besides, most of them just make minimum wage. Hell, I even leave a tip at McDonald's drive thru.
I'll tip at eat in but only IF the service has been exceptional - other than that No they already get paid. No-one tips me if I go to the desk and give extra customer service when fixing their PC do they tip me? No!

It's funny because many people from other countries have customs where they do NOT tip. People from New Zealand don't tip. Some others don't either. I drove a taxi when I was out of work and desperate and found this out the hard way. Many people depend on tips.
But NO, I don't tip take out. But I see that many places have tip jars i.e. Starbucks, Subway etc.; I usually throw my change in there but sometimes when paying $5 for a coffee I don't feel in the mood to throw them $.99 in change.
