What's worse, I don't think when asked to update all my programs that there was a warning of any kind as to what would be lost,moved etc.. Knowing from past experience with Adobe and other company updates I was prepared... but for some that don't know and just hit "Yes" to Update, are caught with their pants down.
For a list of everything pertaining to Photoshop (including what didn't update) go to Help>System Info. You can copy and paste this into your document program but it is quite long -- my created a 13-page MS Word document.

A word to the noobs here, from one who has used Adobe, Apple, Microsoft, and other software since the 1980s... KEEP YOUR INSTALLERS and any license codes, passwords, registration numbers, or serial numbers needed to re-install it. When I download something, I install it and move the installer file to an "Already Installed Here" folder. You would be surprised how often that has helped.
I had the latest NIK installer file ready at hand, so it wasn't a big deal to just install it again. It WAS annoying that I had to run the installer twice. The first time, it re-installed the Plug-ins in Lightroom! The second time, Photoshop 2017 showed up as an option. Very WeIrD.

The CLOUD updates also included an update to Lightroom. I'm not sure what the update was but it took me a long time for Lightroom to finally load the first time. It spent 3 or 4 minutes with the "not responding, wait or restart program" warning. I left it running, got a cup of coffee and some breakfast and when I came back it was fine. I haven't opened the new version of Photoshop yet.
My upgrade kept all of my actions, keyboard shortcuts, favorites, collections, and window workspaces. This is the only upgrade where that has ever happened. Usually half of the actions, all of the keyboard shortcuts, all favorites, all collections, and all workspaces are lost. Usually I lost half of my plugins but this time I lost only one, my Redfield Fractalius pluging. My system is a Windows 7 system. It's being replaced this week, but maybe I should keep it since it's always been a good system.

During the update to PSCC 2017 I was asked if I wanted to keep all plugins. I clicked yes and all plugins were installed.

Wow. I did not get any options to keep Plug-ins. It just erased CC 15.5 and the Plug-ins folder (but somehow kept my other Settings and Preferences).

Likewise here. I has one sub-folder under Plugins named Google. I moved that folder under Plugins in PS CC 2017 and then all were available as before the PS update.

On the Adobe pages explaining what is new, there was clear directions about plug-ins, but it was not in Neon.

Um. No. In the case of every upgrade I've done, most of the items in the old version folder are removed, But the folder itself, containing plug-ins, and any other add-ons, have been left behind.

I lost my plug-ins with the last upgrade. So I have them in a totally different folder so Adobe won't touch then. Then I can just go to that folder and put them in the program.

I do the same thing , I will also burn uninstalled downloads to disk and to backup drives before I unzip and install them.
