Stay with Picasa..why change if it's still doing what you need it to do.
I started with "Faststone Image Viewer" and even though I have too many other great tools now, I still keep it around. It's free, simple and very effective.

I've been using Corel Paint Shop Pro for many years, ever since it was a freeware program from JASC prior to being acquired by Corel. It is directly comparable to Elements and can usually be purchased for less. Plug-ins such as those from Topaz work fairly seamlessly with it. The downside is that the Corel products are largely ignored in graphics how-to's, so if you want to be able to replicate the steps in such articles, there's little alternative to the Adobe offerings. Re free programs, Picasa is kind of clunky when it comes to anything to do with resizing/resampling/file formats, but I think if you have also have Irfanview (free on download.com) on your PC, you can take care of most basic tweaks readily. Make sure to also download the plug-ins. If you are interested in assembling animated gifs, take a look at Photoscape (also free on download.com).

Picasa still works for editing. Use google to send out albums. I use it daily. Works great.
Try Faststone, which is free and quite remarkable for the price. If you take your time to examine it, you'll find an amazing number of features. Google it.
