A snap shot creates a new starting point. If you do anything you do not like and want to return to a previous state, you have an instant erasure.

thank you. so i take a picture of step 15 and/if when i am up to state 25
and want to delete 1-25 i just click on snapshot and ill delete 16-25? ill try it.-nothing to do with the history brush?

A snap shot save a point in time and allows to go back to this saved edit/moment.
As the Adobe instructors says you are dealing with time, nothing else here.
Note that she warns that the snapshots are temporary. You can have as many as you want but when you save and close these go with dodos...
(she also mentions that if you do not close the document the snapshots stay active so if you saved the wrong thing you can use the snapshot to save again... THEN save under a different name.
She also mentions selecting a single element in history to delete is possible BUT if you listen carefully, that does not take away the effect, just the 'history' so the use of that option? I have no clue.
