Let's not jump before we see where we are going to land. (sounds like a democrat) But seriously, maybe this was going to be some kind of fair showcasing a particular project, etc. The user may have been going to use the picture to make a point and give credit to the TV show. Certainly, they should ask for and get permission to use the picture they took, but let's not get crazy here folks.
I bolded the section of his first post were he states he wants to sell or display the image he took from a TV Program below for your reference, hard to jump to conclusions when he states it right out....
