High Speed 17.78 and Low Speed the same VTel (Vermont Telephone) using fiber optics
I have just tested mine using:
http://www.speedtest.net/ which is the test used by Virgin who are my provider.
I got 36.18 mbps download and 3.04 mbps upload and that's with 6 pcs, 2 phones and 2 tablets sharing. I expect if I switched them all of except one it would be upto 50 mbps.
A few days ago my broadband router somehow got knocked of the shelf and finished up on the floor, it still worked but the speed went down to about 12 mbps. I almost called Virgin to complain but noticed the cause just in time.
Is the internet that slow across most of the US?
Here in the UK Ookla gave me 130.46 (down) & 11.10 (up).
That test of yours gave me 100.53 fast/slow.
Just what is this test supposed to prove?
18.24/17.68, FIOS via a wifi connection
BTW same test
I got low of 34.5 - high of 37.1 Time Warner

I tested my internet speed with this site and two others and got three completely different answers, so how do I know which one is most correct?
Just guessing here, but I think they use different methods. The link I gave accesses several sites and provides an average of their speeds. It's like asking, "How long does it take to drive 100 miles." It depends on the roads and the traffic. If several people use the same test procedures, you can compare results.

Is that fiber optics? I read that TW was switching to fiber optic cable in parts of FL to keep up with the competition.

Providers are supposed to give everyone - you, Netflix, Sony - the same speed. That's what Net Neutrality is all about. By doing the test and letting them see the results, they can see what's going on and if a company is cheating.
As for the US being slow, it's all about business and maximum profit. Most of the industrialized world is ahead of us in all sorts of consumer technology. Train travel and cell phones are just two examples. Politicians refuse to promote high speed rail because their corporate sponsors don't want high speed rail.
