You have more expert opinions than mine to try, but here are two simple techniques you could try first to see if they would help.
I have Elements 12, so here is what I would do:
1. Under "Enhance," click onto "Automatic Smart Tone." That gives you 4 choices to enhance lighting and saturation. If you don't like any, press, cancel.
2. Click onto the "quick selection tool" and select the mountain; then under "Enhance," click onto "auto contrast" to bring out more colors in the mountain.
I do think the overall photo needs to be lightened and, if you can, made more sharp.
I like the top of the building on the right, but you have to decide what is the main focus of the photo. Is it the narrow street and the different colored buildings? Then, perhaps cutting some of the top of the photo and sacrificing the top of that building on the right would help reduce some of the grayness of the background.
It is a beautiful photo and worth saving.

Beefed up the luminance, the brightness and contrast and then removed a lot of the noise...enjoy!
Nothing too adventurous - just a change to the distribution of lighting. I thought the end of the street needed lightening to draw the eye in.

Was in Germany many years ago, have lots of old negs and slides to play with. Looks like a misty rainy day.
So many of these are good. This is my take. I simply lightened (removed some of the shadow) and then increased only slightly the color intensity.
