At one time maybe 100 yrs. ago practical thinking people condemned the "Horseless Carriage". Practical people said it was a foolish machine that would never replace the horse. Some communities would not allow them to drive through their town because they frightened the horses. Thank goodness the practical thinking people lost the argument. Right from the EPA:

As you can easily read, the issue isn't precipitation, as it is up. It's the mismanagement of water in micro-areas, along with the cyclical change of the environment in any given small (even micro) area caused by a variety of factors, including sun spots, ocean currents, and things like concrete and blacktop!
