I use the Epson R1900, a great printer, but not the best. There is NO best.....
I use the epson 3800 pro and love it. The cartridges run about 45.00 each but seem to last forever. I mostly print on 8.5X11 paper and can get hundreds of images printed before running out of any color. It prints beautifully up to 17X22" on sheet paper.
It will also print on canvas and other materials.
I have HP 7000 wide format.
Pluses: price
Minuses: Quality. Test made on 4 X 6 not necessarily
same as 11 X 17.
HP Photosmart Pro B9180 Photo Printer may be best.
I currently use a Canon 600D, ergo the inexpensive printer.
I use a Xerox iGen4.
Don't tell my boss.
I have owned a refurbished Epson 1400 printer for 3 yrs now, have had no problems of any kind. Prints great looking photos with sparkel to them. I also use a continous bulk ink system with it, no problems with ink system, works great.
Just upgraded to the Epson 3880. It's a fantastic printer. It's "on sale" now---$1,299, less $300 rebate, plus it comes with 9 full ink cartridges---a $450 value ($50 each cartridge street price). The cartridges are huge and last for many, many months unless you print 25 17 x 22 prints each day. Worth every penny, and Epson's tech support is the absolute best.

I'm using a Canon Pixma Pro 9000 mk II. It will print up to 13x19 and will print on a wide variety of paper and canvas. They cost anywhere from $200-500.

Amazon has the Epson 1400 with several listed. the printer uses 6 cartridges @ $22.00 each from Epson. I have gotten good results with generic ink at 1/3 that price from 123inkjets, among several others when googling epson ink cartridges.
I think you are better off, sending to lab for prints. Unless you do tons of prints. Ink is expensive. On some printers, if you do not use them for a while, the heads get blog and you have to do a nozzle clean and that cost ink use. They should give away printers for free, cause they make enough money on INK. I have been a wedding photographer for over 40 years and I just past the cost of lab prints to my customer.
I also have the Pro 9000 Mark II and I am very happy with the results of my pictures. I got it as a promotion when I purchased my Canon T1i camera. I think it was $400 and if you purchased it with the camera, they sent you a $400 Amex gift card so it was basically free.

Bvargas is correct. Just like Xerox back in the 60s, they weren't selling copiers, they were selling paper. Ink is expensive and the profit margin is much higher. However, I do like to do prints myself, and my volume is "medium" (I do test prints first on 8 1/2 x 11 paper before committing to the final print on 17 x 22 professional paper). Labs are great but I think that in the end, the cost of their prints and time and gas getting your file(s) to them the cost evens out. You can send the files electronically to the lab, but then you pay shipping costs when you get them back.

What continuous bulk ink system are you using with your 1400? Did you retro it yourself? Does it still use Epson inks or it's own brand?
I've used Epsons (still have 2200, 1400 and 2880) and they've all produced great prints. Purchasing ink can be expensive, but I've found reasonable combo packs (full sets of specific ink for each printer) through B&H and Red River Paper. Having the convenience of a good photo printer is not cheap (a pro suggested about $2/sqft); probably true. Good photo paper is a must; I like the Epson, Canon and Red River papers. Certainly, calibration of the printer with your monitor will maximize your dollars as you get better prints!
