Yes, it happened to me using EOS utility. It was a simple operator error but I don't remember what it was.
This is the process I use that always works.
1. With the camera turned off connect it to the computer. (USB cable)
2. Open EOS Utility.
3. Turn camera on.
4. Download pictures.
Steps 1 and 2 can be reversed (it doesn't mater)
If that doesn't work I suggest replacing the USB cable or the SD card.
That's all I can think off. Canon technical support would be the next step.

Did you format the card to the camera that you are using. I had that problem and I had forgot to format the card to that camera. Took me about a week to figure out what was wrong with that camera. My other cameras and card were working alright then after reading the manual and changing the settings in eos setting back and forth I finally stumbled on to the problem. Another time the settings got changed in eos utility.

No, I didn't format the card. I'm wondering if the settings did change in EOS but it doesn't give me any options just says busy.

I believe her JPG pictures downloaded but not the RAW pictures.
I've been experiencing a problem loading my photos too. It seems when I plug the camera into the computer, EOS Utility does want to start. But, I get a drawing of the camera with a wire (line) to the computer, asking to attach the camera to the computer. I just downloaded the newest EOS Utility, and Canons Digital Photo Professional. I pulled the programs off the 6D downloads section. Now, I just got my new 7D Mark II, so I'll have to download even newer software. Hopefully it will be backward compatible.
