Don't ask, don't tell.
Never had an issue but they are lithium batteries and so if you ask someone with a third grade education at least some of them will cause you to leave them behind. I'm pretty sure the regs prohibit lithium batteries, at least since the fire scares.

Loose Lithium batteries are prohibited in CHECKED bags. Batteries installed in an electronic device are allowed.
Loose batteries are allowed in CARRY-ON bags provided they are properly packaged. The plastic cover that came with the battery is considered proper packaging. I always put a rubber band around it so that it can't come off. No special packaging is required if they are installed in an electronic device, such as a camera.
All the info you need is here:
http://www.tsa.gov/Whoa! you can carry lithium camera batteries as long as the contacts are protected. I just went to Atlanta, Tokyo, , Hong Kong, Changsha and the only time my camera bag was opened was to inspect the jewelers screwdrivers.. They just looked at the Lithium's and nothing said, hey use some common sense.

Make sure each battery has a cap on it or put some electrical tape over the contacts.

I'm getting prepared to fly out of town for a week and intend to carry on my camera gear. I just had a thought: can I take my spare battery or will the TSA confiscate it?
A few decades ago it was common for the security checkers to require that laptops be powered on -- to assure that they were computers.
