Another thought - $10/month will get you Photoshop CC and Lightroom - problem solved. You'll just have to bring your computer up to date. If you are using CS3 and you have not updated your computer, you are likely using 32 bit XP. Lots of good reasons to upgrade at this point, especially since MS is no longer supporting XP.
I had the same issue when I bought a new Sony A7R and couldn't open anything even in PS6. Adobe did issue an ACR update for PS6 a bit later, but prior to that I had to use the DNG converter.
If you convert to Tiff, you forever lose the ability to utilize all that is contained in the RAW file
unless you keep all the RAW files with the Tiffs
and go back later IF you do upgrade to a later version of PS
which is probably as likely as World Peace : -)
If you do a fair amount of photos, converting them to DNGs is a big, time consuming PITA
and DNGs would still have to edited in CS3 but won't allow you to use the camera profiles and lens profiles for newer gear without using the DNG Profile Editor.
I finally surrendered and opted for the $9.95 a month Adobe Creative Cloud deal that got me beyond PS6 to Photoshop CC and Lightroom 5 with the newest ACR already there. Upgrades to the latest ACR are automatic in support of newer cameras and any additional lens profiles that come out.
Not the solution I wanted, but one that is increasingly the only one that will keep me current without all the gnashing of teeth and screwing around with computer stuff that distracts me from making photographs.

The last I knew, Adobe was still offering LR 5 AND Photoshop CC for $9.99 per month. Some people don't like the rental arrangement, but for me it works. At this price, I can rent for 70 months to come out about the same. The difference is that the software is always updated with the latest version. If I bought the whole thing outright, it would be outdated in a year.

On the menu bar, go to adobe and update! You have a new camera and adobe must have the information about your camera in order to open the files. UPDATE!!!

Use lightroom 5. It is the same engine as camra raw in CS6. When you finish editing you can save you files in many formats. If you need to do further work with layers then save in PSD or TIFF
Capture nx 2 is my choice

I've been using a Nikon D40 for over 10 years. I use Nikon Capture NX2, rather than View NX2, to do all my processing. I have yet to find photo processing that I want to do but can't do that way. Much less expensive alternative IMHO.
I know, time to upgrade the camera, but that's a different question. :)

Marilyn, go to Adobe.com and download the DNG converter. Simply convert your NEF file to DNG and then you can open them and process them with the RAW converter in CS3. Saving to tiff after processing is a good option also.

It doesn't work like that. Marilyng CANNOT update Camera Raw in PS CS3 so that she can open the raw files from the D7100. Here is why:
Adobe introduced support for the D7100 with the Camera Raw 7.4 update.

Trying all the workarounds as suggested is just not time effective and efficient. You can upgrade to PS CC for 9.99 a month and have the time of your life processing wonderfully. The problems with CS3 will only be compounded in future years as you miss functions and features that could make take your work from less than ordinary to extraordinary.
It seems funny that you would have a D7100 camera but choose to support it with ancient processing tools. That's like going to a take out and ordering a double-wopper, with double fries and then ordering a diet coke. It makes no sense.
