I don't think that that is quite what anyone here is saying. It more like unless you are a particularly skilled photographer, or you're stuck with a particularly crappy camera, it is more likely that you are the limiting factor than that the camera is. A given bell or whistle on a camera may make it easy to do automatically what on a camera lacking it would take some extra mental and even physical effort on the part of the photographer. (I.e., some cameras do auto-bracketing, these days.) That may make a difference if you're photographing in a difficult environment, for instance.
And any differences between ordinary grade equipment and the high-end stuff are mainly likely to matter in the more challenging situations.

Well, duh? But that's a given. Why do so many people have to repeat it?! Yes, we all know that spending 500k on a Stradavarius isn't going to make me a concert violinist.

Ok, so here it is: If you're not a good photographer, buying a great camera isn't going to make you much better. If you're a good photographer, your equipment can help or hinder.
I've read that it takes at least 10,000 hours to master an instrument and that includes photography, but that assumes that one has some talent. We all know it's the photographer behind the camera and not the camera that is the most important aspect of photography, but even a great photographer is handicapped without a decent camera and great glass.
