The one I used several years ago was "Jane Greenoff's Cross Stitch Pattern Creator 2". I haven't used it for years, so it may be out of date, however this is as starting point for you. Maybe there is an updated version these days.

The first image would be a good one for printing on a T shirt.
You have converted it to a grey scale, reduced the number of shades to about 4 and then pixilated the image. This used to be done to create the pictures made by printing text.

no, I like this, but what I had in mind wasn't so bluntly square, it was square but the shades of color were closer so from a small distance it looked like a regular picture
