Please note that Chief Brown who elected to enforce the ordinance already in place is black, not white, so I don't think the motivation is immigration. Go back to my the link I posted for this info.

Same here in CA - officer asks for - license, registration & insurance please - better have all 3 or a darn good excuse. Ticket or tow his choice.

Where I live, license plates are issued when you purchase insurance. So if a car has valid plates (date stamped non removable stickers), it is insured unless the plates belong to another vehicle (which the police can check anytime).
Also, if you owe money to the government for a vehicle related fine you cannot get new insurance until the fine is paid.

In the UK you don't now need to carry proof of insurance. If the police get interested they will check if your car is insured on the spot. Don't know what happens about vehicles registered overseas. They presumably still need to carry proof.

L.A county has passed a law. if your a illegal and your stopped you cant afford to have your car taken away so the car is not towed. if your an American citizen you should be able to afford insurance and you don't have any YOUR car is towed. in L.A. county you only need a drivers lic. if your a American citizen. My wife got in to a accident in Victor Ville totaled our car the other driver NO DRIVER LIC. NO INSURANCE. NO REGISTRATION. the cops gave him NO TICKET. Thank the lord we have insurance

Tennessee has the proof of insurance law on the books. You are required to carry liability insurance.

Great concept. But "citizens" can purchase insurance and receive the "proof" card from their provider. Use the proof of insurance to register their vehicle, then cancel the insurance. Too easy.

So, you would have to do that over everytime you renew the registration. Insurance companies didn't get so big because of their stupidity. You ought to try that and see how long you can get away with it. If at all.
