Was he charged with littering?
That "aircraft" has been around forever. It's a GU-11 dropping one of the newer small diameter bombs. Another version seen more often is the B-1RD. For you non-aviation types the GU-11 is also know as a "gull". And the B-1Rd is usually called a "bird".
As a former Air Force Aviator I shared airspace with both these models for many years. It usually did not end well for the B-1RD's as they lost every air to air encounter I ever had. I can recall one time taking out a whole "squadron" on a late afternoon approach in a C-17. As we shut down the four massive jet engines, small feathers were still spurting out the rear of the engines as the remains of the smaller B-1RD's were marked by smaller "bug" stains on the radome, wing leading edges, and front windscreen of the our aircraft. Occasionally larger models of B-1RD's could bring down man-made models of aviation with disastrousus results. :(
I hope it wasn't Laser guided.
I see now why you guys like to wear Baseball caps.

I've convinced myself it's a "white" laser. Adds more drama! Great shot!...Robert
Reminds me of that old grade school poem:
Birdie, birdie in the sky
Dropped some whitewash in my eye
Me no worry
Me no cry
Me just glad that cows don't fly
