Surprisingly the whole city is like that. No outward appearance of government pressure or intervention in commerce or trade. Seems like any tourist city here in any country. Buyer Beware should always be thought of. Like a braclet I bought my wife. They started at $100,000.00 Vietnamese Dollars for a tiger-eye bracelet and I haggeled down to $75,000.00 or $ 4.80 down to $3.60.. It's not the price, it's the custom, you pay full price, you are seen as a tourist, you bargain, you become a recognized friend as bargaining is respected in this culture. The only place I don't bargain is in resturants, but street stands are fair game. Anyplace else selling goods is fair game. They will or they won't.
