I've been using Photoshop CS2 for 5 years now, and it does everything I need. (I agree upgrades are too pricey.)
Some things I use routinely are Actions (resizing, High-pass filtering, etc.), Masks (sometimes channels to save these), Levels, Curves, varieties of layer blends (normal, multiply, soft light, etc.), Layer styles, Cloning brush, Rotate, Character (for ads & labels), to name most of them. I've also created keyboard shortcuts for several of those I use a lot. [Attached is a demo using some of these. I mostly use these effects to approach how the original subject appeared.]
When you consider combinations of PS tools, there are lots of 'tricks' to learn. One trick I picked up on this site is to create a brush for your copyright stamp.

I started with photoshop 5.5, and recently got cs5. I had to take a class at our local college when I started, and I've forgotten so much I'm taking the class again for cs5. Either PS is getting easier to use, or I'm getting better. (I suspect the former.)
I use CS5, Elements 8 and Lightroom 3.5
I'm still using vers. 7.01, can't afford to upgrade. But I use it daily.

I use CS3,CS4, CS5.5....only because there are different computers being used. One computer iMac is dedicated for photoshop and is kept off-line 99% .
I use 5-Extended. Unequaled for graphics & 3-D. For photo editing 5 has a couple of features past 3 or 4, in particular
easy and finer separations, content awareness, layer&mask manipulations. If there's a pixel in there PS5 will find it and use any way you want. True that 4 can do an excellent job most of the time. Still for anyone doing tons of serious work efficiently CS5 Extended may be the best $1000 ever spent.
That said, if Adobe gives Elements masks then that will be the best $100 for most photogs.
I use CS4...got it as a student. It has taken forever to learn, but I love it.

For slide shows with music Microsoft has a free download called "Photo Story 3". Simple and very good, especially for free. Just go to microsoft.com and download.

I have very good results with CS2. I would like to go to CS5 but CS2 still has thousands of features that I still haven'tfigured out after 5 or six years.

I use PS 5 and also do some editing in Gimp and I Photo. I learned retouching back in the days of film and now have to relearn the electronic way of doing things.

I have been using Photoshop since Version 2.5. I used to use it in my advertising business. I now use CS5, even though I am now retired.
