He was trying to make a point. The part of the contest he submitted his image to allows AI, but he wanted to make the point that AI images are not photographs, so he submitted it planning to decline if he won. If you had read the link in the OP, you would have known all this.

I see you didn't bother to read the link in the OP. The judges knew it was AI, and it was allowed in the part of the contest he entered.
