I haven't seen one yet. There is a new program I'm hearing a lot about called Magnific that is supposed to upscale even Midjourney images, adding/increasing details, but it is a subscription at $40 a month (100 for the "Pro" version) and not something I'll be using any time soon. Lots of apps work well on faces but do nothing to the rest of the image except make it worse.
But that's for now. It is rapidly advancing and sooner than we think there will be no need for professional retouchers any longer.
Always game for a puzzle or a challenge, I thought I would try to "fix" this photo with my simple tools found in IrfanView. Here is the result. --Richard
Tell your cousin to get Google Photo Scan app on his phone. Free. Take the scan on the app and to be sure to eliminate any glare ahead of time. I have been using the app for a few years. it is virtually fool proof for scanning old photos. It takes four photo and combines them all into one good one. One scan for each corner. Afterwards you can edit in the app and apply coloration such as sepia or black and white.
