No. Fixed implies that something was not working properly. Refurbished usually means a product has been restored relatively close to like-new condition. Fixing something that is working improperly may occur during a refurb, but repairs may not be needed with every refurb.

It a bogus term. It has no fixed meaning.
Ive often seen "fixed FL". That seems obvious, and legit, meaning "prime lens". But "Fixed f:2.8" means nothing sensible execept for some specialized lens, like from a projector.
But "fixed" as a loose canon means nothing. It likely comes from a bad translation, bad copy writing, or badly trained AI.

You haven't been in photography very long have you? A f/2.8 fixed lens stays that all the way through zooming. To get to another F stop the photographer has to set that themselves. Thanks BE SAFE!!

NO fixed does not mean that. It stays at that F stop until you change it if you want to. Nothing is wrong with the lens. Thanks BE SAFE!!

Not sure why they would use a description as FIXED 2.8 for a non fixed macro lens, but they did.
I would make sure it has some kind of warranty, if you purchase it, shoot the living daylights out of it when you first get it to make sure everything works.
You could also email them and ask them directly why they used the term fixed, was it repaired? Best to find out, if it was fixed, exactly what they fixed. OK?
Usually they would advertise a zoom lens with a fixed aperture, say a 200-400 f4, as you zoom from 200-400, the aperture stays or is fixed at f4.
Fixed means it is fixed at 2.8, it is not a zoom that changes aperture as you zoom out or in, it's widest aperture is 2.8, you can stop down as far as you want, but the widest aperture is 2.8.
