Late model Apple iPhones have a water resistant ipx rating good for something like 3 feet under for 30 minutes. I would bet some other manufacturers have a similar rating. Get the Olympus TG-6 or seven. The camera is built like a tank and built to withstand abuse. I have the six and have dropped, frozen, taken it far deeper than 50ft and gotten away with it. The camera also takes a decent picture.

I would like to buy a water resistant camera for my son and his wife to take photographs of the grandchildren in swimming pools and the beach. Any suggestions, specially ones that will not break the bank?

There are plenty that will break the bank. There are a few film and some digital camera that are disposable. When I went camping I brought along a disposable film camera. Really a nice investment.

I have the TG-6. Takes really good water photos as long as there’s light. Even the action shots (kids jumping in the pool etc) come out great

Olympus TG-6 or OM TG-7 (Olympus was sold to OM Digital Solutions [OMDS]. "Olympus" on the cameras is slowly rolling over to "OM" or "OM System"). If the camera is never going in the water and will only get wet from rain or snow, OM or Panasonic weatherproof cameras (like OMDS's E-M5, E-M1, OM-5, or OM-1 or similar Panasonic camera) will work also but will require a bigger budget than the TG-6 or TG-7.

I agree except that the OP used the word "beach" where sand can be the issue more than the water.

Kodak has a waterproof camera. Does anyone know anything about it?
