The bill has no yellow and there is no white spot behind the upper bill in front of the eye's. Except for the bill's coloration, the Arctic Tern and the Common Tern are close to identical. And the Arctic Tern will have a slightly grayer chest coloration. Some Forster Terns will have a similar bill coloration that is more yellow than the red-orange color of the Common tern (the Roseate bill is normally all black) for some of the summer. But the wings in this picture show the pure black wings (when sitting and folded) of the Common Tern instead of the white/black wings of the Roseate Tern or Forster Tern.

Not a Common Tern. The tail on the Common Tern is usually shorter or equal in length to the wings. In this bird the tail extends way past the wings. The head is rounded, the long tail, and the bill shape and color are all consistent with a Roseate Tern.
