Definitely not a black skimmer bill. Most likely common tern.
Looks like a Common Tern to me.
I will throw my guess into the ring. Roseate Tern. I took a picture of it with my IPhone, it said House Sparrow😆. It usually works great on plants and bugs.
Turn the Tern around and turn the exposure up to turn the photo into better exposure.

There is no question that this is a Common Tern. First, the outline and bill shape tell one this is a tern. Second, even though the colors and coloring is muted in the shot, the bill, head, and wing coloration says it is a common tern and not an Artic Tern or Rosetta Tern. The shot is enough for proper identification. And nice shot by the way.
