There was one correct answer
This is a tear gas pen, that has been in my family over 60 years, I inherited it when my father passed .
It is a .38 caliber center fire the round could be a blank or loaded with tear gas, you unscrewed the tip and inserted the round you set the firing pin to the first notch (safety) then screwed the tip on. To cock you pull the knob back place it in the second notch, to fire you pushed the knob to the left and bang. Truthfully it is a bitch to fire and you would probably be mugged or dead before you could cock and fire.
As is you cannot fire projectiles because the muzzle is much smaller than a bullet,and if you altered it it would more than likely make you wish you hadn't😤
There are no markings of any kind on any of the parts.
Apparently these things are still made, I googled it and found many versions.

When I saw the first post, my first thought was that it was a teargas pen, but I wasn’t sure because I hadn’t seen one in may be almost 60 years and it was a lady friend of my mothers. She had it in her car and I was playing with it, and it went off in my hand.
Looks kinda James Bond. If I were to pick the perfect spot to use it I'd say....teachers' lounge!! Not really....my Dad was a teacher and we had really great teachers.

Many years ago (I'm 92), school physician had something nasty like this that he used to snap the tip of my middle finger to draw a drop of blood. If it contains a concealed pin, that's just what it is!
