This is a tear gas pen, that has been in my family over 60 years, I inherited it when my father passed .
It is a .38 caliber center fire the round could be a blank or loaded with tear gas, you unscrewed the tip and inserted the round you set the firing pin to the first notch (safety) then screwed the tip on.
