You have a lot of choices, listed above (and probably below). How to decide?
Best way is to try them out. But don't try them all at once, that would just confuse you. Make a list. Try the first one. If you find it easy to use, mark it easy, if not, cross it out. Then the next one. etc. You should wind up with a shorter list. Then you can start to compare the ones you marked easy.
I use Photoshop Elements. Very easy learning curve (my opinion from my own experience). Has Quick, Guided, and Advanced editing modes where Quick does lots of stuff automatically and Advanced gets you into the more technical stuff. It has a RAW editor if you want to step up a notch. About $70, no subscription, one and done.

If you are running Windows PC, there is a simple photo viewer/editor included. I use occasionally for quick adjustments. If you’re running a Mac, a photo viewer/editor is included as well.

Another vote for FastStone Image Viewer...if you are a Jpeg shooter. I also use ICE (image composite editor) for Panos free from Microsoft. I have been using these for years...tried others but always come back to these.

FastStone image Viewer is just what you seek.Free download.
Have a Windows 10 computer? Can do simple editing of your .jpg right in there. Perhaps a good way to practice modification at no cost.

I too would recommend Faststone. For a free program it can do a lot of basic essential editing.
For someone not wanting to learn Photoshop or other like editing programs, it's easy to learn and use.

When I first got into editing I used a free sw called paint.net. While I have all of the Luminar & inpixio programs, when I want a quick, but accurate improvement, I still go to paint.net. Plus, if you want to get into more in-depth editing, there are several extensions to paint.net that are still free.

I’ll second this. If you have a Mac, their “Photo” program has a surprisingly complete editing capability and I would imagine PC’s equivalent does the same. If you need to go beyond that, Affinity is about the easiest of the photo editing programs to learn and it has a one-time cost unlike others that have a monthly subscription fee.

Check out Photoshop Elements. Inexpensive and easy to use.
I like Irfanview, which works just fine on Win 11.
Lightroom is a lot easier to use than Photoshop
You didn't say what system you are using , PC or Apple. Your PC, Windows has a basic photo program already loaded in your computer. It isn't fancy but it will let you do everything from cropping to adjusting color, light and darkness and retouching. Look for "photos" in your computer. If you are using Apple. It has an excellent photo editing program. It is a whole lot easer to use than PS. It is also called "Photos". It would be able to edit 95% of your need. The best part is that these photo editing programs are already you your computer. Try them.. you may like them. In my beginning photo classes at the college, I teach the students to use Windows an or Apple photo editing programs. You can't beat free....
