Looking for a good, inexpensive editing program for a PC.

On the opening page of PhotoScape X, there is an icon at the top, just to the left of the word "Viewer". This will open a page of EVERY function that PhortoScape has. When you click on a specific process it will describe how to perform that function and open up a < 2-minute video, showing step-by-step how to perform that function.
PhotoScape X has a built-in Viewer, Editor, Cut-Out, Batch* (processing), Collage, Combine, Create GIF, Print, and (Many) Tools, such as *Batch - Collage, Crop, Resize, Color, Filter, Film, Light, Insert, Curves, Frames, etc.

FWIW - Canon has an editing software which is free with Canon cameras. If you go to their website support area, https://www.usa.canon.com/support, type in EOS SL2, then click "Downloads", you will find firmware updates for Mac and PC, their editor Digital Photo Professional for Windows, the EOS Utility for easily transferring photos to the PC as well as control of the camera, as well as a picture style editor I am not familiar with.

Personally, I use a simpler Canon editor I got with my T2i, ZoomBrowser EX . It and a file to upgrade it are available from the T2i support page. The SL2 S/N should work.

You will need a Canon camera body serial number to get the downloads.

I'd - again - suggest Affinity Photo

Has 99% of the features of Photoshop and costs $40 for a perpetual license.

Free Fastone Viewer, simple but very competent application. She will stick with it for life. A more advanced app is Corel Paint Shop 23 which is also very good and cheap at $40 w/out subscription. She will need more time to master however.
All in all I strongly recommend for her Fastone Viewer.

GIMP is a free powerful editing software that is photoshop-like, but much easier to learn. I had never used it before, but I was contracted to write a tutorial that used it so I had to download and learn how to use it. I was able to pick it up rightaway.

Have her look at FASTONE. It's a free download and will probably do everything she will ever need. I've used it for years with pretty good success. If she doesn't need much beyond the basics, she should try it. She isn't out much if she needs more. I've not used Lightroom or Photoshop beyond Photoshop Elements. I find, for me, Fastone to be quick, easy to use and very effective for basic editing. Steve

Or for something that would be easier to transition to LrC & PS later there is Photoshop Elements which is on sale for $50 until Dec 4 or so.

If she has no interest in graphic arts, painting etc. I think the Photoshop Elements would be the better way to go.

There is also Gimp which I have never used and a disc version of that is $20. There is a free open source version of Gimp online for download.

Indeed Painthop Pro is nice - no monthly fees. It is comparable tp Photoshop. The free software from your camera manufacturer is usually quite acceptable for raw editing.

Canon has a couple of free applications. One for editing on a smartphone or tablet; one for editing for print.
There a lot of third party applications for editing on a smart phone. Snapseed is one of the better ones. I believe Snapseed has both a free and a low priced more complete version.

My vote would be Photoshop Elements. It is inexpensive, and there is lots of documentation on how to use it, a ton of books and You Tube videos and courses.

Affinity is inexpensive and powerful, but difficult to learn, as there is not a lot of documentation out there.
