Looking for a good, inexpensive editing program for a PC.
My niece in Arizona got a new computer (a PC), and her old editing program won’t run on it. I have a Mac, so I am not much help. She does casual editing, so she’s not needing a heavy-duty program. What she needs is a good program that is not too complicated and not too expensive. Family shots, get-togethers, and vacation photos are what she mostly shoots. She has a Canon SL2 and a decent zoom lens that she uses. Any suggestions that I can give her?
Before it is suggested by someone, she does not want a LR subscription.
I think your best option is to do a search on photo editing and/or post processing. This topic has come up multiple times and there are many, many web pages with opinions on both paid and free software.
Best of luck with your choice.

Corel PaintShop Pro, on sale now for $40 and it is also a graphic arts app. I used it when I started back in the late 90s (well the old version) and gradually over the years transitioned to LR, then PS and now the subscription. I did a lot of things to use in the classroom in the last few years before I retired using the combined photo and graphic arts parts.

There is also Gimp which I have never used and a disc version of that is $20. There is a free open source version of Gimp online for download.
Check out Photoshop Elements, Luminar Neo, and Affinity.

AFFINITY 2 has some quick touches and lets you grow into it or not. Fair bit of stuff on the internet coming through for the new version now. Get the free trial. And look at the guides (if advancing) by Robin Whalley on You Tube.

PhotoScapeX (Free) can be used accurately with 3 or 4 clicks or you can REALLY get into serious editing. Here are a couple of sites for you to see if you are interested. Be sure to select Mac/or Windows. Get the free version (just below the "Pro" download) first (it never expires), and you can always upgrade. Also, please do yourself a favor and watch the following two short YouTube videos to see if you would be interested in training.
https://www.youtube.com/watch?v=nWC-SAuYOzw&t=325s Instruction and download at
http://x.photoscape.org/On the opening page of PhotoScape X, there is an icon at the top, just to the left of the word "Viewer". This will open a page of EVERY function that PhortoScape has. When you click on a specific process it will describe how to perform that function and open up a < 2-minute video, showing step-by-step how to perform that function.
PhotoScape X has a built-in Viewer, Editor, Cut-Out, Batch* (processing), Collage, Combine, Create GIF, Print, and (Many) Tools, such as *Batch - Collage, Crop, Resize, Color, Filter, Film, Light, Insert, Curves, Frames, etc.

IMHO, Paint Shop Pro, on sale right now, does it for me
When you search, put in PHOTO editor. It will give you better results, narrowing it down a lot.
There are many "editors" out there.
At first I thought you meant document editor......
Komodo IDE is an "editor".
(I use many types of editors...)

Take a look at Affinity Photo version 2. Does everything and is on sale now. As someone already noted, get the free trial and try it out first. Also consider the "free" options like Gnu Image Manipulation Program (GIMP), darktable and lightzone. I put free in quotes, since those folks really do want a donation if you use their software. Think not for profit rather than truly free.

IrfanView or FastStone are free and will do light editing. Windows only.
