Same problems on two relatively hi-powered PCs, one running Windows 10, the other running Windows 11.

The recent upgrade to ON1 2023 fixed most of the bugs related to GPUs - initially there was an issue with NVidia cards. Make sure that you download the newest version and install it as administrator. Should fix your problem.
My first install worked fine with Nvidia GX 1080, but not with my more recent GX 3080 card. Everything worked fine after the update. the latest version of Photoshop initially had problems, but I applied the fix which 47 Greyfox describes and everything worked fine.
Make sure that you have the latest drivers for your video cards, too!
Hope you resolve the issues.
Have a great day!

Install as administrator? What is a Nvidia GX 1080 or 3080? I am not terribly computer literate and, while I greatly appreciate your attempt to help, this 75-year-old doesn't understand. I am inclined to purchase a new computer with more than 8 MB of RAM,
When you go to download ON1 Photo RAW 2023, it notes under the Windows version, "On Windows, Photo RAW 2023 requires a video card that supports OpenGL 4.2, DirectX 12, Vulcan 1.1, and DirectML, and has a minimum of 2GB or VRAM. Most video cards manufactured in the past five years meet these requirements. However, it is essential to have the latest video card drivers installed to unlock these requirements."

The NVIDIA GX 1080 and 3080 are graphics boards commonly available for PC desktops. If you buy a new computer, make sure that the graphics board (GPU) meets the ON1 requirements listed in reply by "Just Fred." Once again, if you're using the MacBook Pro, the NVIDIA GPUs may not be applicable.
The upgrade to ON1 2023 cost me a new computer, but it was worth it.
One of the most important parts of a modern computer is the Hard Drive. A solid state hard drive is about 5 times faster than a mechanical hard drive and a M.2 hard drive is 5-7 times faster than a Solid state HD. This one device really controls the speed of opening and looking at pictures.
With that speed, I never catalog files.
Using the AI functions does require some horsepower. When Topaz came out with their first AI denoise it is was way slow. As the software matured the AI function got pretty fast.
Writing software for the PC is much tougher than for a MAC. There are so many variables as to the configuration of a PC that the users are in fact helping debug the program. I get many more changes to ON1 2023 on my PC than on my MAC.
I get updates to my video card driver about one a week for my PC. It's the way things work when we deal with a computer design that is some 30 years old.
I am experiencing the same issues with ON1 Raw 2023. I am relatively certain that the slowed responsiveness is not a factor of inadequate hardware because my system will run Adobe, Affinity, and Luminar programs without lag even with multiple extensions loaded at the same time and even two or more of those programs open simultaneously. The point is that ON1 Raw 2023 is a tremendous resource hog at this point and I hope that future updates will correct this.
I just loaded ON1 Photo RAW 2023 plus the 5 plug-ins for LR-PS, and everything is working with no problems or slow downs.
Only thing I have noticed is some of the presets in my older 2019 version are no longer included in this newer version.
I just downloaded loaded On1 Photo Raw and it runs super fast on my computer. A few months ago I bought a gaming computer to run AutoCAD Civil 3D so it is pretty well spececed
Given that there seems to be a difference in peoples experience with ON1 Photo Raw 2023, and that the program struggles even on hardware that otherwise does not have any issues running other heavy weight editing programs, there has to be some basis for this disparity. I did check for any updates that might be available that would improve the performance of this software and there were none. I clearly need to dig deeper into what might be causing the problem. Any ideas from the community? I really would like to use ON1 Photo Raw 2023. BTW, ON1 Photo Raw 2022 did/does not have this issue on my computer.
Whoops! Time for a new computer.
I haven't installed mine yet. I'm waiting to switch to another computer.
Yes, updates are important. When I started Luminar yesterday, it gave me the newest version.
Seems to work well in Edit mode, but it is a tremendous resource hog in browse mode. On my Ryzen 5800X it uses all 8 cores at 4.5 mhz (again, in Browser mode, which I find strange) and ups the CPU voltage close to 1.4 volts, which raises the core temperature to an average of 80c degrees. It must be doing something in the background in browse and "My Catalog" modes which belies what I would consider the static nature of these modes.

there must be something wrong with your computer, because my mid-range system essentially idles doing the same process!!! - and all the utilization of 2023!
