I have now spent 1.75 hours in the telephone with Adobe and they have yet to figure out what's going on. The tech is bringing the problem up to the next level and will get back to me (hopefully sooner rather than later). I'm very disappointed in the lack of a resolution, but will let you all know what they come up with when I hear back from them.
Have you installed any other software lately? If Adobe can not find the problem, it may very well be your machine or windows.

Id run Glary utilities and let it clean up your system, it cleans your registry, repairs shortcuts, removes temp files and checks your start up files. ( dont run disk repair or tracks eraser) also you will need to clean your cache ( yes I had the same problem and cleaning cache was the answer )

Please tell me exactly how changing to a different application is going to solve this problem.

I have used Paintshop Pro Ultimate for years often only updating every three years at "update cost"... problems are fixed with "patches" that are issued free.
Topaz when they went to AI charge $99/y for updating all programs... OK, so mine update expired and on the last day I update all my AI... will wait a year and see if there is a significant change. In the mean time I still have great AI added as plugins to my Edit Program or multi programs.
Name means a lot for example Kleenex ... and Photoshop... both have lost their meaning are are now generic. Kleenex is generic for any tissue. and Photoshop-ed for the editing of a photo regardless of edit and plugins brand used. For a photo to be Photoshop-ed is very often a negative comment. People follow name brand be it software, nose tissue, and cameras the name brand looses meaning first intended and become genaric.
Affinity was an edit program in the making for five years before marketing. I have it and still get free updates... amazing.

I can move the hourglass around, but it doesn't highlight anything and if I click on something, everything greys out and freezes and there is a message in the upper left corner that says, "Library Not Responding". Photoshop responds similarly. I have switched the libraries and created new ones. I have uninstalled and reinstalled the programs several times. I have checked my graphics drivers. I have gone through diagnostics on the computer. Everything checks out fine, but nothing solves the problem. Has anyone had a similar problem, and does anyone have the solution to it?

Have you tried a system restore to a time when PS & LR worked properly ?

Why do you pay tribute money for what you use? We all pay "for the right" to use what ever we use. You never own a software, only the right to use it. Of you can afford to pay annually, great. But for me, it easier to pay monthly, and give up a Starbucks, and NEVER have to worry "am I up to date".
I don't use Adobe so, as you say, so I can have Adobe on my hat. Sounds like that's why you use your program. I use Adobe, as I have for 20 years, because it's ready to use and does what I want, and it's cheap, and the industry leader.
I also use other software to keep my brain from getting stagnant.
I don't put other people down for using what they use, WHY DO YOU. If someone asks what's good, I will tell them what I use and why, and tell them to try several programs, for the trial period, before making a decision. BTW, done trial period are way too short, but if you contact the vendor they will extend it. What is good for one may not be for another.
You are what your tools say you are.
If Adobe would quit fixing things that aren't broken the world would be a better place - I spent two hours on the phone yesterday because Creative Cloud vanished

And why did it vanish? Or is o it still gone?
All software, sometimes, has bugs that don't get caught when adding features at user request or whatever. Software is only as good as the programmers and we all make mistakes.
Subscriptions cost you more than they buy.
I just opened LR 2 days ago and saw “catalog cannot be found” and it asked something like “can I find it for you” and bingo it loaded with a catalog that had no pictures. I freaked. I always call free Adobe Support since I have a subscription and after two different sessions where a technician logged onto my computer, it was finally up and running. I have 3 external drives, use one, store another in house and have the third off site. I am so fed up with ME DOING STORAGE and worrying about data loss that I am going to use both and migrate winners to LRClassic for further modifications. As backups, there is the cloud, and internal and external 4TB solid state drives.
I like photography but being responsible for computer backup’s of my life hobby is a stress that diminishes the pleasures of the hobby.

Backups should not be a pita. Carbonite basic is about $100/year. It's automatic. Will clone your drive to the cloud. Syncbackfree is a GREAT choice of you want to make local copies. It's free. It's also automatic.
Do you know where Lightroom stores the catalog. It has its default location, but you can change it. You can look at the settings to see where it is. You need to know where it is, and back it up after each session. Next time you loose it you will know where the original is and the backup, to fix it.
I use both programs. Carbonite basic will back up internal drives. For external drives you will need basic plus at $113/year.

If not already done:
1) Update Windows
2) Update video drivers
3) If still not working try turning video acceleration off in LRC and PS as an experiment.
4) If none of those work likely a hardware problem.

I look forward to seeing your update. I've not had a similar problem, but I updated my computer 18 mo. ago and installed 48 GB Ram. Based on your splash screen I believe you have the 2022 LRC update. Two days ago I installed the 2023 update without problems and I'm blown away with the new added masking features. I wish you much luck in getting your problem solved. The subscription plan is one luxury I afford myself. It's like one Starbucks coffee a month.
