I don't blame anyone, just marketing practices. I already have two R7's and I use both of them. My issue is they both came with the 18-150 lens and I certainly have no need for two of those lenses and right now there isn't much of a demand for them. In fact, I am not even using the kit lens. I have adapters on both bodies and use my EF lenses on them and they work quite well. As for the big camera retailers in NYC, I got one R7 from Best Buy in Delaware, no sales tax, and one from Canon. I originally ordered the camera from Canon and was put on a waiting list. I then saw the Best Buy near me in North Delaware had them in stock, so I drove down to DE from PA and got one. I then cancelled my order with Canon, or thought I did, but apparently didn't, because a few days after going to Best Buy, the R7 from Canon was delivered. Now I have two 18-150 lenses when I didn't really want any. Know anyone looking for an RF 18-150 lens?

Speculation:
Most don't have any RF lenses unless they got in on the FF bodies, and even those people had no RF-s lenses designed for the R7 & R10 crop sensor bodies since the two you can get in kits are the first RF-s lenses (they are small and light with very good image quality) so they manufactured kits. That way, the two crop sensor bodies would be producing at their best when used.

None of this "I can't get any perfect shots. These two models are sub-par." = Of course, they don't mention they are using an EF > RF adapter with a "Cheapo Plastico" lens from the "Bargain Basement Store". Alternately, "Lens are too expensive." because they are using RF "L" class lenses made for the FF cameras.

I have the RF-s 18-150 kit lens (I keep putting 18-135, please excuse senior moments.) with my R7, it is a neat little "walk around" lens, small light and produces very good images. I also got the RF 100-400 non "L" which is also pretty small and light and only $650 instead of the $2899 for the RF 100-500L. In the center it is almost the IQ of the L and the crop sensor body only uses the center of the image circle anyway. It also works well with the RF 1.4x.
