I have performed an inquiry regarding who has EOS R7 body only in stock. I usually use B&H I have one on backorder, but they did not claim in stock.
Adorama claimed R7 body only in stock, as did Mike's Camera in Sacramento. When I went to their website the R7 was on backorder.
The wait has been frustrating but claiming "in stock" and not having the product is just wrong.

Way back in June when I ordered it was the same, kits but no bodies. Well I had no RF lenses, so I got the R7+RF-s 18-135 kit and since the RF 100-400, adapter EF-RF and the RF 1.4x.
The RF 100-400 and the RF-s 18-135 are small, light and do a wonderful job. The adapter also does a fantastic job. The 18-135 is esp. neat as a general purpose "walk around" lens. I am using the EF 100-400L mk2 with the adapter and the results are great. I will have to one day bite the bullet and get the RF 100-500L, just the $2899 is a bit steep. But I know I will one day give in and get it. Unless they bring out something better or at a lower price.
Too bad, Canon is pressuring the third party brands into not doing RF lenses. The R7 works well with the Tamron 150-600 G2 but looks like a toy hanging off the back of that lens, and I am not into hand carry of that big a combo anymore. Unless I start using the home gym to build up my hands, arms and shoulders etc.

What I don't quite understand is there doesn't seem to be a problem getting the R7 with a kit lens but try finding just the body only. The lens isn't a bad lens. Sure, it's not L quality, but it is a decent lens.
Try Roberts Camera-I just bought and received my R7(body only) this past week.

I had requested a "Stock Alert" from B&H on a Canon RF 28-70mm f/2 L USM Lens.
They sent emails weekly-ish stating that it was still not in stock.
Of course, I also frequently checked their website for availability.
One day I checked their website and saw that it was in stock.
Cutting to the chase, the next day I was holding my new Canon RF 28-70mm f/2 L USM Lens in my hands!
According to your "need/want", if I had it to do over, I would also check

Speculation:
Most don't have any RF lenses unless they got in on the FF bodies, and even those people had no RF-s lenses designed for the R7 & R10 crop sensor bodies since the two you can get in kits are the first RF-s lenses (they are small and light with very good image quality) so they manufactured kits. That way, the two crop sensor bodies would be producing at their best when used.

These two models are sub-par." = Of course, they don't mention they are using an EF > RF adapter with a "Cheapo Plastico" lens from the "Bargain Basement Store". Alternately, "Lens are too expensive." because they are using RF "L" class lenses made for the FF cameras.
I have the RF-s 18-150 kit lens (I keep putting 18-135, please excuse senior moments.) with my R7, it is a neat little "walk around" lens, small light and produces very good images. I also got the RF 100-400 non "L" which is also pretty small and light and only $650 instead of the $2899 for the RF 100-500L. In the center it is almost the IQ of the L and the crop sensor body only uses the center of the image circle anyway. It also works well with the RF 1.4x.

That is the way Canon wants it, packaged with a kit lens Canon makes more money off the start than just selling a body alone. Don't blame the dealers for any shortages.
One tip, I have found over the decades as a pro shooter that it is often better to order the newest latest gear from a local mom & pop dealer and be on a much shorter wait list, than be behind hundreds of orders at the big boys like B&H and Adorama. I still buy some gear from the big boys, but always order my hot, newest, latest gear from my favorite local mom and pop dealer, where I can easily be first or at the top on their list.

My wife was able to locate one at nfm.com. I just checked their site, and they are claiming they will be ready to ship 11/13. When I ordered mine, it arrived about 3 weeks later, which was a week after the claimed shipping date. I still have one on back order with B&H as well, maybe save it for the Mrs. Good luck.

Also the RF 100-400 uses the full range of the zoom with the teleconverters unlike the 100-599mm L from my research as to what lens to get. My wife has my Christmas list including the R7 so we shall see what happens. I had an unexpected small design job so I said that the fees are dedicated to the Christmas list. Let's see if it is a camera or one of those air fryer ovens she is looking at.

I don't blame anyone, just marketing practices. I already have two R7's and I use both of them. My issue is they both came with the 18-150 lens and I certainly have no need for two of those lenses and right now there isn't much of a demand for them. In fact, I am not even using the kit lens. I have adapters on both bodies and use my EF lenses on them and they work quite well. As for the big camera retailers in NYC, I got one R7 from Best Buy in Delaware, no sales tax, and one from Canon. I originally ordered the camera from Canon and was put on a waiting list. I then saw the Best Buy near me in North Delaware had them in stock, so I drove down to DE from PA and got one. I then cancelled my order with Canon, or thought I did, but apparently didn't, because a few days after going to Best Buy, the R7 from Canon was delivered. Now I have two 18-150 lenses when I didn't really want any. Know anyone looking for an RF 18-150 lens?
