I disagree with your statement that the Media Creation Tool is a cloning tool. It is used to repair an existing OS installation or to upgrade to a newer version. I have used the Media Creation Tool on more than one occasion to repair an OS that has one or more corrupted files. The repair can be done without affecting installed programs or your personal data.
