Need advise

I happen to have the later ZS80, but the differences from the ZS70 are few. As far as I can tell the only difference is the 80 has Bluetooth and a better viewfider. See here:

If there is a camera store that sells the camera brand you have, You can bring it in to that store with fully charged battery and explain the problem. The store clerk may be able to solve he problem instantly due to his familiarity with the camera. Or call the camera customer service toll free number . Sometimes they can solve puzzling problems.

Thank you for the many responses and comments even correcting my English. My brain goes on tilt at times, but I recover. I have regulated it to the junk pile. I have an A6000 (Sony) which I normally use. I think I got that right.

A few years back, my Cannon P&S did exactly the same thing. Same error message.
My experience was that the camera needed to be repaired. Most of these P&S cameras are not weather/dust sealed. I made the mistake of using it on the beach and when the lens retracted I apparently sucked some grit in, which in time impacted the lens mechanism.

So my message is be careful of the conditions & where you use your P&S (even if it is advertised as dust sealed).

I bought a zs70 in 2017. Between 2018 - 2020, I had to sent back to Panasonic 3 times for repair. Similar issue. I bought it from B & H and it had a 3 year warranty. (The extra 2 year warranty was part of a special deal from Panasonic). They were never able to fix the problem. The 3rd time I returned it they finally gave me a new camera. That was in 2020, shortly before the 3 year warranty expired. Not sure what caused the problem, (probably in the circuitry). New camera is still working. If your camera is no longer under warranty it may not pay for you to repair it. Good luck.

I put it on ebay for parts. However, after leaving the battery out overnight the thing started working again for a while then it went south again. Took the battery out overnight again and it worked again. Not worth the trouble so ebay it went.
