I was taking some photos with an older Sony Lumix ZS70 P&S the other day and all of a sudden it gave me a message to "turn off and restart" which I did and the lens did not retract and now it says "system error (focus)" and it is non working with lens locked in the out position. Any suggestions as to repairs or is it just a parts camera on ebay now. Unfortunately I liked the little camera for it's size and many features so sending it out for repair if the cost is not prohibitive is an option I suppose. Any repair shop suggestions also would be appreciated.
Pull the battery for quarter to half an hour, reinsert and see what happens. No cost so no loss!

Agree, remove battery.
PS, is it a Panasonic Lumix?
I don't know what I was thinking, it is a Panasonic not a Sony. And yes I pulled battery and left it out overnight. You can hear the stepper motor cycling but not lens movement so I suspect something is broken.
My dad has a similar camera by a different maker. It will behave like this if the batteries are weak..
It has failed. You can contact Panasonic for a repair estimate or search locally for a camera repair shop and get an estimate from them.
Repairing it won't be cheap. You might be better off buying a second hand one or buying a more up-to-date equivalent.
You've probably already done this, but before you re-insert the battery, make sure it is fully charged.
If you have a newer battery, perhaps try that one.
Some electronics really require the absolute correct voltage which a tired battery will not deliver.
In my opinion, those digital cameras (some film camera also) requires "battery" are virtually impossible to get repair. If your manufacture can not service repair it, it must be replaced with later model. Some camera, today, are telephone, and all the rest are COMPUTER with optical image capture system. Enjoy and good luck shopping newer models!

Isn't the Lumix ZS70 made by Panasonic?
$150 [sold price] on eBay.
If the lens is still stuck out then turn the camera off while gently pushing on the lens as it is trying to close.
