This is what he just told me
No, you can't get past the fence. But somebody has peeled the top of the fence down so a reasonably tall person can shoot over the top.
There was a lady there who brought a step stool that was tall enough for her to shoot over the top of the un-peeled section of the fence. We brought a six foot ladder this morning. I could stand on the second step and brace myself and used the top step to steady the camera and it worked great!
There are No Trespassing signs on the fence but you don't need to get any closer. You will be about 40/50 feet or so from the birds. The birds aren't visible behind the trees to the casual observer, you locate them by the sounds. As you go into the area they are on the right side with room to park in front of the fence, on the grass and off the street. The brush is short along the fence where the observation point is and visibility is unobstructed. You will be facing east so late afternoon will be good light, but we went in the morning and with good sunshades on the lenses, we did really well. See my latest post!

Sure, I can try. I only know of one nesting area. Go from Embassy to Shoppers Way. It takes you behind the stores. You will have to listen for the bird sounds because they aren't visible through the trees except for a small gap where the brush has been cut short. They are on the right when you turn on to Shoppers Way. Bring a short ladder or step stool so you will have some clearance to see lower down toward the water from the top of the fence. Some of the nests are pretty low, almost on the water. I wanted some back light so the light would show the lacey breeding plumage so we went in the morning around 9AM on the second visit. You will be facing east so after noon will give you light from behind your shoulder. Our GPS did a good job finding the place YMMV.
