Thanks for bringing up a terrific topic Jerry. The list is endless. But you must also remember when a film was released. We sre very fortunate to have seen incredible special effects in films.
In 1933 for example King Kong was released with special effects that were heart stopping for the time. It was also only 5 years into "talkies".

About the scariest film for me was: The Beast With 5 Fingers. Now, that was scary! I had nightmares for years.

If you want a good laugh watch Motel Hell. My kids watched it with me about 35 years ago when they were pretty little and still bring it up to me at times. We still laugh about it every time I go to visit them in the mental hospital!

We all laugh at the idiocy of most horror movies but it's the largest genre of them all. My son collects horror movies (including foreign horror movies) and not only does he have over two thousand titles, but there are far more new horror moves each year than romance, mystery, sci fi, etc. They're cheap to produce and, as with Ed Wood's Plan 9 from Outer Space, even the worst release easily attains cult status.

I like horror movies but to me the king is the cheap science fiction movies that came out in the 50's and 60's. The Blob, Day of the Triffids, The Thing, Caltiki, the Imortal God. The things that Elvira would be showing.
