Leica was my first thought. A friend of mine had one in High School (mid '50s). I had an Exacta. He had the misguided opinion that he had a nice camera when mine was clearly superior.
It's in the flash shoe; it's a finder so you can see a wider view and eliminate parallax.

It’s a finder shoe and it’s been there since the very beginning. Back then if a camera did have flash it was usually on a bracket, not in the accessory shoe which was often occupied by a meter or a finder. .

It looks to me like a Leica, probably a Leica II. The item on top is a viewfinder. Some are fixed such as 24, 35, 50, 90 or 135 which would be most of the common Leica lens types. Some are adjustable and by turning a wheel on the back it will adjust the viewfinder to whatever lens you are using from the above. There are other mm choices available as well.
